Found on the Internet American Airlines B767 which turned off course and crashed at Cali Columbia last year after crew became confused about their location and had a misunderstanding with ground controller, states the latest report in the investigation. Western Pacific Airlines negotiating for (20) B737 worth approx US$700 million. U.S. Defense has ordered the U.S. Military to install "Black Box' flight data and voice recorders on all of its passenger planes as a result of the recent incident in Bosnia which killed the Commerce Secretary Ron Brown. That B737 did not have any 'Black Box' installed which is hampering the investigation. Initial reports from the investigation into the crash of the B757 north of Puerto Plata, Dominican Republic indicates pilot error. -=o0o=- . I'm new to BBSes, a non-pilot, but I have been working around Toronto (YYZ) since 1981 (9 years with Wardair in their computer department, while it lasted; over 5 years in the Airport Planning Dept.), so aviation has been part of my life for quite a while now. For anyone who is interested, the latest news re: NAVCAN -- the new "privatized" agency will not be taking over air traffic control functions (local control, area control, and tower functions, where applicable) until July 1/96 or later. It will be the same people and hardware (including the wonky, problem-prone RAMP radar system, CAATS (overdue and still not fully functional), and the planned new Control Tower, but higher fees could be in the works. The court case (with the Pearson Development Corp. suing the gov. over hypothetical lost profits from the cancelled T1/T2 Redevelopment scheme) drags on, with both sides leaning on statistics to support their positions. Work continues on the north-south parallel runway this summer, with (I think) planned completion and commissioning expected by 1997-8. Other airside projects include construction of a "satellite" de-icing facility (initially a single pad) in the infield between Taxiway D in the south, the tower in the north, and the two north-south runways (the 15-33s). This may be in service by next winter, in time to compensate for some reduction in the south hold area as the planned dual taxiway system parallel to Taxiway A(lpha) are constructed. Additional pads will be added to the infield facility as required. Meanwhile, initial plans for reconstruction of the passenger terminals seem to point to fairly early relocation of cargo and other functions from their current center east of 15-33 (between T1 and T3). The entire east side of the airport (from the current hangar area along Airport Road south to Renforth Drive) will eventually be redeveloped as a single continuous passenger terminal complex, according to the designs favored by the Greater Toronto Airports Authority. Speaking of which, airport employees are still awaiting official notification of the date when control of Toronto (YYZ) will pass from the govt. to the GTAA -- some rumours suggest that the actual turnover may not occur until early 1997. Given that a minimum of six months notice is required, the earliest the transfer could take place now would be around November 1. Of more general interest is the fact that the cap on the hourly number of aircraft movements has been increased slightly to (I think) 86 movements per hour (from 82). However, it is unlikely that more slots will be made available for general aviation, since increasing competition on U.S.-Canada routes is generating major growth in the number of flights and passengers. I can provide more precise details on these and other topics if anyone out there is interested.
